This strategy sets out a roadmap for decarbonising North Moons Moat Industrial Estate in Redditch through a place-based approach that looks beyond individual buildings and considers how businesses, infrastructure, transport, and energy systems can work together to reduce emissions. The project was delivered by Redditch Borough Council with support from the Midlands Net Zero Hub.

The study includes site-wide energy and carbon modelling, climate risk assessment, stakeholder consultation, and analysis of industrial decarbonisation case studies. The estate contains more than 338,000 square metres of industrial, logistics, manufacturing, and commercial floorspace and is estimated to generate significant operational and supply-chain emissions. Opportunities were identified to reduce carbon emissions while improving energy resilience, business competitiveness, and environmental performance.

The strategy proposes four priority interventions:

  • Green Innovation Hub providing retrofit demonstration projects, business support, and skills development.
  • Active travel and sustainable drainage improvements to reduce transport emissions and increase climate resilience.
  • Peer-to-peer renewable energy trading using local solar generation and community energy principles.
  • Anaerobic digestion and biomethane production to support low-carbon logistics and renewable energy generation.

The report also provides practical next steps, potential delivery partners, funding opportunities, and recommendations to support future feasibility studies and business case development.
