Public Sector Decarbonisation Guidance: Site Energy Demand Estimator

This estimator is designed to provide a breakdown of site energy demand, disaggregated at the building level by fuel source (Electricity, Gas, Biomass and Heat Network), based on aggregated site information and a series of benchmarked building types against which this is scaled. Using this estimator provides site energy demand information in a consistent format.

This guidance is produced as a result of the Modern Energy Partners (MEP) programme, as part of the development of a consistent approach to assessing decarbonisation for scaled delivery." This tool can be used standalone or as part of the MEP concept design process to establish a series of demand curves defining a sites baseline energy usage for heating and electricity use, against which various interventions can be assessed. It provides an estimation of the half-hourly daily profile by fuel type, covering average weekday and weekend demand, by season as well as for peak winter.

For further information, please refer to the following documents available on the ESC website: –

  • Introducing site energy use and producing demand profiles (for general information on demand curves) –
  • Site energy demand estimator technical notes (for additional guidance on populating the estimator) –
  • Site energy demand estimator output guidance (for information on understanding the output provided by the estimator)

The estimator uses information from a series of benchmark buildings, which can be updated for your site if data is available. An example using half-hourly electricity and month gas consumption data is available on the ESC website: – Benchmark estimator – electricity and gas data

NOTE: This estimator utilises macros which requires these to be activated within excel. Given the large amount of data being processed, automatic calculations have also been switched off, with cells only updating when the macros are run. Bear in mind that the spreadsheet will take a few minutes to update once macros have been started, and it is advised to not run any other processes whilst this is underway.
