LA Involvement

Local authorities (LAs) also must act if they are to ensure that their residents and local businesses are all equally able to transition to EVs. In doing so, LAs stand to benefit from improved local air quality and public health; reduced motoring costs for local motorists; and the potential, in the long-term, of new revenue streams. 

EVI Rationale

Rationale for EVI Strategy – All UK LAs need an Electric Vehicle Infrastructure (EVI) Strategy to coordinate the action in response to six significant challenges.

Funding EVI – The funding or financing of EVI is an important aspect of EVI delivery and a key consideration in the early stages.

Many of the earliest deployments of electric vehicle infrastructure (EVI) were funded directly from local authorities (LA) own capital budgets, UK Government Grants or Devolved Administration capital funds. As EVI demand grows, the funding is diversifying to include a range of other public and private sources.

DNO Engagement – Why, when and how to engage your DNO.

The development of an Electric Vehicle Infrastructure (EVI) strategy and successful EVI project delivery will require the ongoing support of key industry stakeholders, including the local Distribution Network Operator (DNO). Local Authorities (LAs) will need to understand how, when and why to conduct DNO engagement throughout the process.   

Resourcing – Having sufficient capacity and capability in local authority resource is essential to the delivery of EVI.

Context

Market Development – Just over 1% of all UK car and vans are electric vehicles and around 21% of 2022 sales were EVs, meaning that the market is in an 'Early Adopter' stage.

By the end of 2022, just over 1% of the UK’s cars and vans were EVs (including both BEVs and PHEVs).  However, over 20% of all new vehicle sales that year were EVs, so this proportion is expected to grow, as articulated by EV uptake scenarios. 

Industry Stakeholders – Developing your strategy, delivering projects and managing charging will require LAs to engage with multiple stakeholders.

An understanding of the key groups will be required to ensure effective and efficient planning and delivery of EV charging. 

EVI Market – Information on the current state of the market, dynamics and prognosis.

As of May 2023, there were 43,626 public electric vehicle chargepoints across the UK at 25,413 charging locations1. Of these chargepoints, 11 organisations currently have 80% of the market2, with a further 60+ organisations delivering the final 20% (by number). 

Although the current market development is judged to be immature, there are estimated to be approximately 200+ chargepoint operators in the UK, with many organisations seeking to enter this emerging market.
