We know that, for many local authorities, there may be just one person looking after a range of energy, climate, housing, and social issues, and this guidance is aimed, in part, at helping you to get to your goals faster by learning from the experiences of others.
It is important to remember that there is no short-term quick fix for retrofit. You, your local authority, and your stakeholders need to be ready to commit to a long-term programme that can be responsive and resilient to changes in the political, financial, and social landscape.
